About Paul Grocki

BIOGRAPHY

Paul is a Senior Counsel at Bizjet Law, where he represents domestic and international clients across all aspects of aviation law — aircraft transactions, hangar leases, aircraft and equipment leases, mergers and acquisitions of aviation companies, and complex regulatory matters. His practice is built on the conviction that the strongest transactional counsel is also a skilled litigator: someone who knows exactly where deals fail, how regulators think, and what it takes to structure an arrangement that holds up under scrutiny.

Paul’s transactional clients include high-net-worth individuals, owners of private and commercial aircraft, purchasers, sellers, serial and portfolio entrepreneurs, lenders, and other financiers. He has broad experience structuring aircraft ownership and operating arrangements under Part 91 and Part 135, as well as complex hybrid operations. A consistent focus of his work is designing business aviation agreements, ownership entities, and operating businesses that satisfy FAA, DOT, and FAR requirements while minimizing the liability that comes with aircraft ownership and operations. Paul also serves as outside general counsel for aviation companies, including Part 135 and Part 145 operators, maintenance, repair, and overhaul companies (MROs), and fixed base operators (FBOs).

Paul’s years litigating complex aviation commercial disputes and catastrophic accident cases have given him a clear-eyed understanding of where the dangers lie in structuring deals — and what can go wrong when agreements are not carefully constructed. His experience representing clients in FAA enforcement matters sharpens that perspective further, informing his ability to structure transactions and operating arrangements that are designed for FAR compliance from inception.

Paul has represented clients in administrative matters before the FAA, DOT, and TSA — including enforcement actions, Part 13 and Part 16 complaints against airport sponsors, FAA investigations of general aviation accidents, and DOT commuter and foreign air carrier authority applications. He also manages the Voluntary Disclosure Reporting Program process, preparing and submitting disclosures to the FAA to proactively address potential regulatory violations and implementing preventative measures to strengthen organizational accountability and safety.

Prior to joining Bizjet Law, Paul spent twelve years at a boutique aviation law firm, where he developed expertise across the breadth of aviation law. He began his legal career as a judicial clerk for the Honorable Robert E. Beach on the Connecticut Appellate Court.
